Ammeter Reading!

I just replaced my volt meter with a ammeter on my Farmall H. My neighbor rebuilds starters and altenators for a living he said that until the battery gets fully charged it will read high on the charge side. It goes all the way over to 60 when the exciter kicks in on the altenator. Is it working right is the battery that low? Or do I have a bad meter? I know it is hooked up right, the altenator only has one wire since it has the exciter and it runs to the ammeter and from there to the positive side of the battery. I know the altenator works, because we checked it today. Thanks in advance for all suggestions. Bill {Antique Acres}
