I thought pump and injectors where always rebuilt at engine overhaul hmmmm. Sounds like a broke delivery valve spring in the pump. You didn't say whether this occured rapidly or has been doing this since rebuild. Suggest checking the power cells in this tractor also.(precombustion- chambers) Sometimes they can fill with carbon or possibly be installed wrong.Go the easy route first-injectors checked,chambers,then pump.
