Oliver diesel runs rough? Ideas!

I have an Oliver 550 diesel with a Roosa Master injection pump. My problem is misfiring at all speeds. It doesent seem like just one or two cylinders misfiring, it's more like a racecar's rough idle,and it white smokes, but it will smooth out nicely under a load and has plenty of power. Once it has run under full load and gets real warm it runs much better and stops smoking for a few minutes and then reverts to rough after cooling down some. It has a new 180 degree thermostat and the engine was recently rebuilt and has even compression. Does this sound like injectors needing service or the pump needing service? I set the timing myself and I think it is right but maybe I'm off a little. Is the timing critical enough to cause this? I have tried varying the timing to see if it makes a difference and is runs the best where I have it now. It always starts easily.
