A fuel shutoff valve is an excellent idea, wasn't aware that the 8N didn't have one (but then, I know next to nothing about 8N's). The problem is most likely a result of the float sticking open in the carb, so a carb overhaul is a real good idea. At the very least, take it apart and check to make sure the inlet needle valve and float are free, and there's nothing keeping the needle valve from closing. Sometimes, the float gets "waterlogged" (non-metal types) or gets a pinhole leak in it and won't shut the fuel off when the bowl is full. There should be a rebuild kit readily available, someone will no doubt post to that. If you haven't already, hit the "N" board on this site, they have all the specifics.
