Oliver Super 55 Diesel running hot under load

My Oliver runs hot when working hard...but at idle, or low speed will not? Radiator is new, new waterpump, new hoses, new fan belt, NO bubles in radiator, NO leaks, NO water in oil, loses NO water, just gets VERY VERY hot,250degrees,and above, has anyone else had this problem?
