I want to thank everyone for thier help. After looking closely at my fuel bowl, I found what used to be a shut off valve, or whats left of it. Just a portion of a stem was sticking out of the side of the bowl.

I went to my local Ford Tractor dealer and purchased a carb rebuild kit, new fuel bowl, and a new oil filter. Rebuilt the carb, replaced the bowl (this one having a shut off valve) and replaced the oil filter. Added oil and gas and
waalaa! RUNS GREAT!! Thanks Guys.
