Herbicide on hay killing broadleaf plants

Hi all, I know a lot of you have experience with crop chemicals and was interested in your input on this situation. We"ve spent the last 10 days diagnosing a serious problem affecting large numbers of our plants. We"ve recently concluded, with the help of our extension office and farmer friends, the damage is from very small herbicide residues (likely Picholran or 2-4,D; both of these target broadleaf plants and have no visible impact on grasses) on the hay we bought and used for mulch.
