Any acid is dangerous in sufficient concentration.

The stuff used to convert iron oxide to iron phosphate is pretty dilute, but I'd pay attention to proper ventilation, and keep it out of mucus membranes, etc.

It's probably available in generic form, but again, the concentration is important, and personally, I don't know enough about it to be comfortable trying to "roll my own".
