What you are experiencing is the difference between "live" pto and regular pto. Your pto shaft comes directly from the transmission. When you try to stop, the momentum of the bush hog keeps pushing the tractor because it is coupled directly through the transmission. I've bush hogged with this arrangement through the years and learned to anticipate my stops. The answer is to either get a tractor with "live" pto or to use the overrunning clutch that the others have suggested. Since you already have the tractor, it will probably be simplest for you to modify the bush hog shaft by adding an overrunning cluth. By adding the clutch, the momentum of the bush hog blade will still cause the bush hog drive shaft to spin up to the point where the clutch is. The clutch will not allow the momentum to be transmitted to the tractor transmission, so the tractor will not be pushed forward. Hope I haven't confused you. Think of that big blade on your bush hog. When you stop, the blade takes a few seconds to stop spinning. It doesn't stop immediately when you push the clutch in. The momentum of the blade is being transmitted through the tractor tranmission and it pushes the tractor forward. Try this. With the transmission in neutral, engage the pto. Now push in the clutch. Notice how long it takes for the bush hog blade to stop spinning. The blade is acting like a giant flywheel. When the transmission is in gear, this power is going through the tranmission and pushes the tractor.
