TED20 won't stop with PTO connected to implement

(Australia) I recently bought a Massey Ferguson TED20 (Petrol) in great condition. Everything works BUT, when I connect a slasher (Australian for bushhog) to the PTO I have a problem. Taking off when releasing the clutch is fine. The PTO turns the slasher and it slashes great. When I push in the clutch and stand on the brake to stop, the tractor is pushed along until the PTO stops turning. Not much fun when heading toward a fence or tree. Without the slasher connected the PTO stops soon after engaging the clutch. I believe the PTO should be disengaged and free-wheel when the clutch is pushed in. Is it an oil type or wear type of problem? This is a working beast on my property so if anyone has any ideas for a fix, it will be greatly appreciated.
