I have encountered this problem several times on D-17 and 190's. The most likely problem is the spool on your traction booster is stuck in the rear position. This is the spool that the levers just push up against it. Take a pair of needle nose vise grips and put them on the spool in front and pry it forwards. Be sure and use plenty of penetrating oil and work valve back and forth until it becomes free. This should solve problem.
