Allis Chalmers 170 3-Point Lift Problem

My Allis Chalmers 170 has a power booster on the hydraulic three point lift. The three point will not lower. Was working fine, until tractor set up not used for several months. Now there is a popping noise coming from the valves to the right of the tractor seat. Is this likely to be a worn out O ring? or do you have a suggestion on something else? At first when I notice the problem I could get it to lower with the engine off. Now it wont lower at all.
