It's simple, really, Just stop ALL building and construction. Let the IDIOTIC YUPPIES deal with NO NEW HOUSES, NO NEW ROADS,(and no repairs either) NO NEW SHOPPING MALLS, etc. And let the "farmers" all put up for sale signs(Ideal building sites for YUPPIES---$25,000/acre). The YUPPIES won't catch on that they can't build, and the real farmers can take the cash and move to somewhere sensible! Make sure that when the sewer or water or natural gas companies have to dig to repair their broken underground pipes, that you conveniently call the EPA GESTAPO in order for them (especially the "government owned utilities") to get to pay the EPA money grubbing fine. The evil EPA has tried this tactic on the military too. They would wait until a diesel powered warship powered up to leave harbor and then "fine" the NAVY for having "too much smoke"! Someone needs to find a way to levy "fines" on the EPA!
