After soaking with your favorite penetraring oil. Find a ball bearing and a nut to fit the shaft. Weld the bearing to the nut with a Stainless or similar based rod. Thread the nut all the way onto the shaft so the ball makes contact with the shaft and while keeing a pull on the wheel, strike the ball, it should loosen up and with the nut on the shaft, you won`t go flying when it loosens up.
Don`t forget safety glasses and gloves just in case.
