I was always under the impression that "Brake HP" was the "engine hp" measured at the flywheel! Pto hp (as measured by Nebraska tests) always included mechanicalefficiency losses, while drawbar hp is a measure of "tractive effort". The horsepower ratings currantly used as model designators by compnies like CNH---the MX170 for example, are ENGINE HP or BRAKE HP and in no way indicate that an MX170 is a 170 PTO hp tractor. The "Engine hp" ratings, being higher, sound more attractive as marketing tools. The only true measures of tractor hp are Drawbar and PTO hp measurements, taken under the strict guidelines used at the "Nebraska" tests under uniform (fair) varying conditions. Tractors so measured may be compared "fairly". Hooking up to a dynomometer my give some indications, but does not indicate everything, and the results are certainly not going to be the "scientific" variety.
