About 12 years ago, I use to be a foreman at one of those trailer buiding factorys. They rust, cause they are just plain old steel, with no plating at all, as you found out. If it was me I would just double nut them with grade 5, zinc plated nuts, and spray some kind of oil substance on the u bolt assembly. It probally would not be a bad idea to put new u bolts on from time to time, if they look like they need it.
