You can get the timing pretty close by lining the pointer up with the timing notch, then turning the distributor until the points just break (check which way the rotor turns first). I don't know about the other two things, although the govenor might've burned up from lack of lubrication. Oil should pour out of it when the cover is off and the engine is running.
