dumb question about new trailer

This is a real stupid question and I should know the answer,but!!!!!!!I just bought a trailer,was checking the air in the tires and only had about 40 in each(4).Sidewall says 75 PSI.Should I go the 75 or keep it at 40 or what.And should I check it loaded or unloaded.75 seemed awful high/ Oh they are 16 inch Carliles if that matters.
