My 40 also has dual levers. The outside one should pick up both arms, unless the pin locking them together has been removed. Also, as someone else indicated, the lever under the seat should be (i think) pointed to the front of the tractor.
The left lever is used mostly to lift the left cultivator, when operating separately.
Other times they should be locked together and use only the outside lever.
