chevy throttle body gets no fuel

got a prob with a 88 blazer not starting. Has a new intank pump. Engine cranks and a shot of either gets it to fire several times. It my understanding that when you turn the key the ECM initializes the fuel pump relay. The pump then pressurizes the system. If the ECM doesnt recieve a reference pulse from the distributor within 2 secs it shuts off the pump. Im not even getting fuel to the throttle body. Im not sure how you would check the reference pulse but i find it interesting that the either gets the engine to fire so spark is there. I assume 1 of 2 things here. 1- the fuel pump relay is bad or 2 the ECM is fried. I should also note that I get no power to the headlights or the dash lights yet i do get break and turn signals. I have checked and double checked all fueses. I cant use my sunguard computer checked since the "service engine" light where you read the pulses does not work (bulb is good). Am I missing anything b4 I go to purchase the relay/ECM? thanks
