1948 J D starter removal

I am rebuilding this jd and it has many years of outside exposer. I was able to get all the mounting harware out that holds the starter plus the battery cable and switch linkage but the starter appears to be rusted in.It won't budge.
What do I do now? Does the housing that supports the starter bearing on the gear end come out with the starter or is it part of the crank case?
