What type of hydrometer are you using? The ones with the little floating balls are notoriously inaccurate, and I wouldn't trust them to give any more than a ball park figure. The good ones are the refractometer type that you put a drop of antifreeze on, and then hold up to the light. They're not cheap, but are definitely cheaper than a cracked block or radiator. The easiest way to test a hydrometer's accuracy is with straight water - it had better show a 32 degree freeze point or there's something wrong.
