Trailer tongue weight

I have a 20 foot trailer that my son bought and finshed putting together. It is a dual axle with brakes. The problem is that the tongue weight seems to be a bit to much thus causing the trailer to bounce or vibrate between 40 and 70 mph. I would move the axles forward except for the design of the trailer bed that is basically notched out for where the wheels stick up past the bed.
1) What is the formula for tongue weight on a dual axle trailer?
2) How can one correct the problem without moving the axles?
