Injection pump

I am not real familiar with diesal systems here so maybe you can help. The injection pump is attached to the block, and the fuel pump with a little "primer lever" is attached to the injection pump. Correct me if im wrong. Why would there be what looks like a lift pump inline between the fuel pump and fuel filter. This unit is about the size of an inline fuel filter, but has a 12v wire to it and a ground wire from it. THis is on a deutz 60-06 Thanks
