Horsepower Rating

Are there any difference in the ways tractor horsepower was rated in the good old days and how they are rated today? My reason for asking is, I have a 1949 model Farmall M. From what I have gathered searching the net is that it is rated at 36 horsepower. Its a Big Red Mean Machine! And it would seem to me that it would eat a modern tractors lunch rated at its horsepower!
