Old Tractor Tires

I have a 40 year supply of old tires, some tractor, truck, and car. the local dump will not take them . Now I hear they are a hazard, becuse they collect water and bugs. Old batteries are also a problem. Some one in our area will pay 50 cents a piece, but can't haul them because they are a hazrd. Any suggestions?
