noisy pump

A buzzing noise from the crankshaft mounted pump on my forklift ,only when the oil is cold ,(changed the oil ,was very milky,now slightly cloudy) stops when warm or as soon as I use any lifting services, But the pressure relief valve is not in the pump but part of the valve block,I released it 2 full turns,-I dared not unscrew it further- but no difference. the pump is a spur type pump,I dont think the mesh outlet from tank (if any) is blocked cos it all goes silent when I pull any lever Local mechanic is bewildered ,said keep revs down till it's hot,good advise but not a cure Any ideas anyone well done the marines( UK farmer ex soldier)
