When you check voltage at the ignition resistor you must make sure the points are closed. The resistor will only drop the voltage when it is under load. It should read about 6V with the points closed and the 3-4 amp load of the coil on it. With the points open the resistor has no load and will read 12V at the output terminal. To choose the right resistor for your tractor you need to know the amp draw at 6V of your coil. The most common resistors used for 6-12V conversions is the GM type designed for a 4 amp coil or the Chrysler type designed for a 3 amp coil. The use of a 3 amp resistor on a 4 amp coil will result in weak spark and short resistor life from overheating, while a 4 amp resistor on a 3 amp coil will cause coil overheating and short point life.
