Seating a bead on a tubeless Tractor tire.

Hi, What is the trick to get a tubeless tire to seat back on the rim? I have a 16.9x28 tubeless that I had to remove from the rim to clean some soil from the bead lip on the rim. It was causing the bead to leak in many locations. Due to operating while under inflated. Tire is 20 years old but in good shape. Rim is in good shape too, no corrosion. I can not seem to get it to re-seat on the rim, can not get a tight seal. Does anybody have any good advice or suggestions. I want to give it a go before I call in a tire service. What do they do to solve the problem? Also, shortage of money a real big issue.
