If memory serves me correctly, the butterfly you mention controls the amount of exhaust gas that was allowed to contact the intake manifold below the carburetor. The purpose was to warm the intake manifold directly below the carburetor to improve fuel atomization (driveability) in cold weather, especially at startup. Depending on how you intend to use the engine you could ignore it, in which case the manifold would be heated all the time...not a significant issue. If you put a piece of sheet metal between the manifolds to block the flow of exhaust gas, cold weather operation will suffer, at least until the engine has reached operating temperature.
