Pull the fuel line off at the carb, and let fuel flow into a coffee can or something that you can see into good. Check and make sure it has a good flow. Also make sure that you dont have any small particles of rust/trash left over from flushing the tank. Sometimes the nipple going into the fuel tank can partially clog with rust/trash and cause those same symptoms, and unless the tank was removed from the tractor and vatted, it can still have trash in it. Another possibility is that something stayed in the lines when you flushed out the tank, and got into your freshly rebuilt carburetor.
