Remove entire assembly from tractor and soak in Kerosene for a few hours/days if need be.
You may want to repeat this twice if it is very neglected.You Know,rinse and repeat!
Re-install air cleaner assembly on tractor.Fill with proper grade engine oil as specified in the manual.(What ever grade and weight is in the engine should be used in the cleaner cup)
Remove and clean air cleaner assembly at least every 60 hours of run time.
