Ferguson T0-20 3pt. hydraulics

My TO20 does not seem to hold any sort of load up with the 3 pt. I understand that the clutch must be engadged to raise the 3 pt, but as soon as I depress the clutch, the 3 pt. then lowers. Is this normal? I was under the understanding that the 3 pt should stay up as long as the lever was in the up positon and the pto was moving. Please let me know what you think I should check. Thank you from Wisconsin.
