First, your radio noise is not stopping your tractor from starting. Second, pull the plug with two wires off the neutral switch and run a jumper wire from one wire to the other, that is, short out the plug from the tractor wiring. DANGER-Ensure that the tractor is in NEUTRAL!! It should crank right up, if it doesn't you may have bad battery cables/connections OR the solenoid on the Delco Starter is going bad OR the starter itself has an intermittent short. Clean the battery terminals/posts and check the wiring to the starter and starter switch.
