I used to have a HESSTON 60A STAKMOVER but it was the HIGHWAY MODEL. It had a place for a license plate and when I purchased it there was a break-away battery and stuff on the gooseneck toung. I hooked the brakes and lights up and used them and kept them in repair. I know of a couple instances where there was a couple pickus ruined when they jacknifed and no one was ever hurt. I went thru the port of entry one time "empty just to ask" and they said that my mover was a "vechile of husbandry and it was exempt from the laws as long as I was not running the interstate and going into big cities with it. I ran it for 15 years and finally sold it when I went from the hay stack system to bales. But at one time there were aprox 30 of these movers in our area and mine and a couple others were the only ones with brakes and lights.
