There is a timing pointer on the crank pulley on a D282.To set the static timing turn the engine till the pointer is on the correct mark (3 degrees on a 560,I'm not sure for a 706)then remove the timing window on the side of the pump(small rectangular cover with 2 screws).There will be 2 horizonal lines one on the pump body and one on the advance ring they should be lined up if it is in time.Hope this helps.
