PC - I'm not familiar with that particular Marvel-Schebler carb model. However the TSX series in general proceed like this:

First make sure everything else (ignition system, spark plugs, valve lash) etc is in good shape and adjusted to spec. Otherwise dinking with the carburetor is effort wasted. Then:

1 - Start the tractor and let it warm up fully. (10 - 15 minutes). If there is any evidence of carb icing (frost on the exterior) wait for a warmer, dryer day to do your adjustments. Make sure the choke is fully open before proceeding.

2 - With the engine at idle, adjust the carb idle mixture screw back and forth. Find the spot where the engine idles fastest/smoothest. If necessary slow down the idle with the idle stop screw. Then repeat the idle mixture adjustment, leaving it again the fastest/smoothest idle.

3 - Next quickly accelerate the engine by grabbing the governor to carb throttle link and pulling it open sharply. If the engine stumbles or stalls, open the high speed screw about 1/4 turn at a time and repeat. If the exhaust smokes black when you snap the throttle, turn the screw IN about 1/4 turn at a time. Once you find the spot where the engine picks up without stumbling or making black smoke, OPEN the high speed screw an additional 1/8 to 1/4 turn.

4 - Finally repeat the idle mixture adjustment once more - it may have changed a bit.
