John, yes ! the rod does work against your hand and pretty darn strong too. when you crank the engine it starts right up without choking it at all.(it is warm weather here in the 80's) The motor sets there and barely idles and the governor rod works a little back and forth and the engine lopes with it.If I extend the governor rod out,I mean make it longer by screwing out the attaching fork, the engine will idle faster but still does not rev up with acccelerator handle. As I. said the only thing that is different or has been changed is the carb. This is the carb that was on it .I sent it to them to rebuild and they did sent the same one back to me I am pretty sure of that.I cannot help but wonder if the location of the arm on the outside of the carb where the governor rod hooks up is in the wrong position
