Its possible that they had the throttle shaft link off and got it turned around . From what I understand it works when you control it so it may be the problem.I think that link is pinned on the shaft with a very small (1/16 th) pin been a while since I had an A so this is from an old geezers memory.You might take the throttle rod loose at the gov. end and see if it feels like the spring is working. (The rod from the hand throttle lever) ! John

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
