Tell him "thanks but no thanks". He wants you to do this because he thinks it will increase the value of HIS property at YOUR expense. And he thinks he's going to score points with his buddy, again at your expense. Be polite, because you're going to be living next to this guy for a long time. If you let him get away with hiring his buddy to do your work, you'll have a steady stream of contractors coming down your drive, all saying "Bud says you've got a job for me."
