.002 out of round will not cause a spin but will eventually cause the journal to pound out the bearing to an unacceptable tolerance. .002 out will probably last you along time depending on how heavy it's used. Eventually it will really rap and you'll know something is wrong. Spinning is very difficult to do unless the inserts are REALLY shot and they go dry and seize to the shaft. There is usually a little tab on the insert that fits a notch on the cap/rod that keeps the bearing from spinning. To overcome this tab takes a real lot of clearance and it'll make more noise than you'll want to hear before that happens.
