My first though was that it might be low on fluid, but you said it lifts okay with no load. There is no external pressure adjustment on those hydraulic units. Air in the cylinders might be a possibility, low pump pressure from years of wear is a more likely bet. You could disconnect the hoses, plug one port and put a gauge on the other to test the pressure. If you do this, get a gage that reads about 1000 pounds. You may not need one that big right now, but if you have to re-build the pump, it's no trick to get 750 or more out of them.
