If you are sure your starter isn't dragging check the copper post under the starter switch. after years of use this gets pretty arced up and creates a lot of resistance. I have seen some modified with a shallow hole drilled in the copper post and threaded to take a bolt then add a solenoid instead of the old pull switch. This mod takes a little care not to drill into the starter intertior, keep it very shallow. Tractor Supply in Des Moines has replacaement switches for the cub which could solve your problem as well. good luck that cub is one super little tractor, I started my tractor days on one in 1947 and still have one.
