Doug, Down south we have live oaks and many other types of oaks. The water oaks have a shallow root system but the live oak has a "tap root" similar to a pine tree that will go down quite deep. If that's what you're dealing with (or something similar), you can take your hoe and dig a trench on either side or the root, digging as deep as possible and only as wide as the root. Then either push with the bucket or pull with the hoe the top of the stump and the tap root will eventually snap. Sometimes you might only have to dig on one side and it will break in that direction. If it really gets stubborn, you can also dig around the tap root and cut it with a chain saw--but be careful of cave-ins and make sure you have the root/stump on a chain so it doesn't fall on top of you. Think safety however you decide to do it!!!
