12 volts in 1948 is unlikely. If there is an ammeter on the machine, it should swing up if charging. If there is no ammeter, put a voltmeter across the battery. When running, the voltage should go up to a voltage that is higher than if it is just sitting there - probably around 13.8 volts. If the engine running voltage is less than the everything is off voltage, it is not charging.
