More over-running coupler questions

The last thread was getting a little long, had to start a new one...
The "over-running coupler" that I am having a problem with was labeled as an over-running coupler in the TEMCO dealer's catalog where I bought it. However, I found a picture of is in the 1999 CT Farm & Country catalog, page 235 middle row, at the very bottom of the page. In that catalog it is called a "limiter".
What is a limiter???
