Hmmm.. that might work, but it would be a tremendous pain in the butt to work with. I inherited a rotary counter of sorts from my dad. It has a dial that indicates number of revolutions, and is driven by a rotating shaft with a three-sided-pointed end (kind of like a pyramid shape, but with three sides). You preset it to zero, then hold the point to the rotating object for, let's say 6 seconds. This gets you, in the case of a 540 rpm PTO, 54 revolutions in 6 seconds. Multiply by 10 and you get the rpm. Pretty accurate, but kind of dangerous, so you might not be able to buy them anymore. Another thing you might be able to use is a small DC permanent magnet motor with a small load on it. It will put out a DC voltage proportional to the speed of the shaft. Again, it might be dangerous, and would take calibration at a number of speeds, but it should be easier to use than what you describe.
