My Ford has a 1000 rpm pto and I use a 540 rpm Rhino shreader. I have to keep the tractor nearly at idle to keep from breaking shear pins when it hits a rock. Careful as I can be, I still go through a shear pin every couple of hours. Pain in the butt. It was pretty obvious as soon as I got the Ford that something was different in this setup from what I expected. I am looking into how to convert it to 540 to stop this nonsense. I've been thinking about an easy way to measure the rpm on mine too, and am not happy with my ideas yet, kinda klugie. What I am thinking about trying is a stroboscope made from a cardboard circle with a hole in the center and a small bolt through it held on with a cordless drill. Then if a hole is put in the cardboard so you can look through it you can measure speed as you spin the drill. It can be calibrated with anything that spins at a known rpm, such as a fan blade on a tractor or car with a tach, or another tractor's pto, or worst case, just guessing at an 800 rpm idle. For one-hole view in the cardboard, the fastest speed that yields a stationery view should match the rpm of what you are viewing. Think this would work?
