Hi SR, No, that isn't how it works. Anyone, anywhere over the age of 65 who has a pacemaker is allowed the shots. Further, these folks are notified by their doctors to come in and get it as soon as possible for their well-being. It has absolutely nothing to do, in any way whatsoever, with the leadership in the country. It is a purely medical call. The reason I'm spouting all this, is because this is what I do for a living and am privy to this info. Although I'd admit, a left-leaner would sure like to make this practice a political football.
