A number of years ago I changed propane companies and I handled the situation like this. I got a bill for $50.00 that was for them to come pick up their tank. However in my case I got the bill before they picked up the tank. I notified them to come get the tank and was told if I did'nt pay the bill a report would be sent to the credit burea. I made up my mine things were going to get pretty cold in -ell before I paid that $50.00 and having an attorney in the family I asked some advice. I was told that since I had given them notice to pick up their tank verbally, I needed to notify them in writing. So when I got the 2nd bill and the tank was still here I wrote on the bottom of the bill they needed to get the tank away within 48 hrs. or I would dispose of it. It went another 15 days letters were getting nasty and at that point as the attorney had predicted I could inform the gas company that they had recieved written notice and therefore they were going to be charged $3.00 per day for storage of the tank from the time I sent them written notice. Also if the tank was not removed within 7 days I would pursue the matter in small claims court. Needless to say the tank was removed ASAP and the matter settled totally to my satisfaction No credit report filed etc. A lot of these big companies try to bully people and they get away with it because the American people are to lazy in most cases to stand up for whats right. It's so easy to say it's only $21.00 etc.
